The 1973 Roe v. Wade decision by the U.S. Supreme Court guaranteed women the right to an abortion during the first trimester of pregnancy. In 1981, Senator John East (R, NC) drafted the Human Life Bill, which sought to invalidate Roe by declaring that life begins at conception. In 1982, Senator Jesse Helms introduced the bill, sparking months of inconclusive debate.
