Description
President Richard Nixon and Soviet premier Leonid Brezhnev signed the first Strategic Arms Limitation Treaty (SALT I) in 1972, marking the start of a period of mutual disarmament in the two nations. During the negotiations of SALT II, President Jimmy Carter and Brezhnev attempted to place further caps on the number and type of nuclear weapons that the United States and the Soviet Union could possess. Although both men signed SALT II, the U.S. Senate chose not to ratify it after the 1979 Soviet invasion of Afghanistan.
