Description
During his 1981 farewell address, delivered in the midst of the cold war, President Jimmy Carter warned against the devastation that an all-out nuclear war would bring to the world. He argued that the rising sophistication of the arsenals of the superpowers, as well as the growing number of countries in possession of nuclear weapons made it more likely that an incident would take place. Carter attempted to continue the Strategic Arms Limitation Talks (SALT) between the United States and Soviet Union as a means of reducing the number of intercontinental ballistic missiles possessed by the two powers. However, his successor, Ronald Reagan, began the arms race again in earnest in the 1980s, because of a perceived "missile gap" between the two countries.
