Though readers may imagine a wolf as big and bad like in the fairytales, in this story the wolf would much rather knit than eat anyone's grandma or blow a house down--but the townspeople don't see things that way. They keep running away scared the moment the wolf says simply "hello." The wolf decides to show everyone how kind he is by knitting everyone sweaters.
