When Harold and George turn fourth-grade teacher Ms. Ribble into the evil Wedgie Woman, she gives the wedgie of doom to unsuspecting people who stand in her way--including principal-turned-superhero Captain Underpants.

A snotty situation ensues when Melvin Sneedley, an academically-gifted student, turns into the Bionic Booger Boy and must be stopped by George, Harold, and Captain Underpants.

Ricky and his Robot are late for dinner again, and Ricky's parents are not too happy. They send the boys to bed without TV, which saves them from falling under a strange spell. When Victor Von Vulture, a villain from Venus, invades Earth, only Ricky and his Robot can send Victor and Video Vultures soaring back into space!
